Under the Articles, senate did not have the authority to control business which would cause contest between states, as well as diplomatic issues. While the Articles of Confederation had many defects, they were able to achieve much. It held the states as one until the Constitution were printed. Second, the Constitution might be amended by a Convention called for this purpose by two-thirds of the state legislatures, if the Convention's proposed amendments are later ratified by three-fourths of the state legislatures (or conventions in three-fourths of the states).
The USA Constitution was written by fifty-five men who met at Philadelphia Convention in 1787. In four months they wrote the Constitution which has lasted over 200 years! They would not even try to improve the Articles of confederation. They thought the Articles had too many weaknesses.Ratified in 1781, the Articles of Confederation were replaced with the Constitution in 1789. This is the Constitution we still use as the basis of our government today. However, the original intent was not to replace the Articles of Confederation entirely. The people of the United States were suspicious of a strong central government, having been under an unpleasant one when Great Britain was in charge.
